The Japan Times reports that the government of Japan has official determined to get ready to ratify the 1980 Hague Convention as to aspects of International Child Abduction.  The Japanese government is said to be working on legislation to be submitted to the succeeding Diet session.

There is however growing opposition from some leaders and the public and therefore it is uncertain exactly when the Diet will enact said legislation.

The Chief Cabinet Secretary Yukio Edano, is quoted as saying that when a “marriage crosses borders, the situation becomes increasingly difficult and the 1980 Hague Treaty is a certain standard or rule in the international community which he believe is desirable for Japan to be consistent with this standard amid deepening ties on various levels with the international society."

 Sometimes a divorce can become an international affair, if one parent removes the children from the United States.
